The term "aerial work platform licence" is common in everyday language – legally, there is no statutory driving licence for aerial work platforms. What does exist is the employer's duty under Dutch occupational health and safety legislation (Working Conditions Act and Working Conditions Decree) to ensure the required competence and instruction of the operator, without which no one may put an aerial work platform into operation.

Yes and no. There is no statutory licence for aerial work platforms. What there is, is the required competence of the operator and the responsibility of the employer under the Working Conditions Decree, Chapter 7 (work equipment):

  • The operator must be able to demonstrate that they can operate the machine safely, for example through recognised training or an equivalent qualification such as IPAF.
  • The employer must ensure and record that the operator is competent and has been designated to operate the machine.
  • In addition, a machine-specific briefing is required for every new machine or after a longer break.

Legal framework: Dutch health and safety legislation and employer duties

Dutch occupational health and safety legislation (Working Conditions Act and Working Conditions Decree) is the central basis for operator competence. The Working Conditions Decree, Chapter 7 (work equipment) governs the safe use of work equipment such as aerial work platforms. Key points:

  • Operator competence: demonstrable operating knowledge, for example through recognised training or IPAF
  • Designation by the employer: the employer records that the operator has the required competence and is authorised to operate the machine

Training with external providers

The classic route to operator authorisation: training with a recognised training provider. Content:

  • Basics of occupational safety (fall protection, personal fall protection equipment)
  • Physics and stability of aerial work platforms
  • Legal basis (Dutch health and safety legislation, work at height under the Working Conditions Decree)
  • Platform types and their differences
  • Practical exercises on the machine

IPAF training and PAL Card

IPAF (International Powered Access Federation) offers an internationally recognised certificate: the PAL Card (Powered Access Licence). The training is practical, specific to each machine category and available in the Netherlands from IPAF-certified training centres.

The PAL Card is recognised across the industry and is widely used to demonstrate operator competence. Internationally active companies prefer the PAL Card because of its cross-border validity.

Designation by the employer

Training alone is not enough. After completing the qualification, the employer must designate the operator and record this – stating the operator, the approved platform types and any further restrictions. This allows the employer to demonstrate that operator competence has been ensured.

How much does an aerial work platform licence cost and how long does it take?

Costs and duration depend on the provider, the platform category and the scope (theory and/or practice). Indicative ranges for training:

  • One-day course (theory + practice, 1 category): approx. 200–450 € per participant
  • Extended course (several categories / platform types): approx. 350–700 € per participant
  • IPAF training (PAL Card): approx. 250–550 € depending on category and location

How long is the aerial work platform licence valid?

There is no explicit statutory expiry period for the operator's qualification. However, it is advisable to brief operators again at regular intervals – this confirms the qualification and introduces up-to-date knowledge (new machine types, changes in regulations).

The PAL Card (IPAF) has a fixed validity of 5 years and must then be renewed through refresher training.

Briefing on rental handover: what Luibl provides – and what it does not

This machine-specific briefing on handover is not training and does not replace the operator's recognised training. It supplements it – for the specific rental machine. Anyone who does not have the required competence may not operate the platform independently after the briefing.
