Legal basis: what applies to which machines?

For aerial work platforms, the Working Conditions Decree, Chapter 7 (work equipment) forms the basis for periodic inspection. The scope of inspection, inspection intervals, the requirements for the competent inspector and documentation follow from applicable Dutch health and safety rules and NEN-EN standards.

For telehandlers and forklifts, the same health and safety rules for work equipment also apply, as does - specifically for telehandlers - FEM 4.004, the technical guideline for manufacturers and users of telehandlers. Among other things, it covers the checking of load management systems and stability calculations.

The Working Conditions Decree, Chapter 7 (work equipment) stipulates: work equipment with particular risks must be inspected periodically by a competent person - and additionally after every major repair or modification to the machine.

What is specifically checked during the inspection

The periodic inspection of aerial work platforms includes, among other things:

  • Load-bearing structure and welds for cracks, deformation and corrosion

  • Hydraulic system: lines, cylinders, valves, leak test under load

  • Emergency lowering and emergency stop functions - operation of all safety circuits

  • Tilt sensor and overload cut-out system (load moment limiter)

  • Control units in the basket and at the base: priority logic, emergency operation

  • Tyres, chassis, drive and braking system

  • Check of all labels, warning and information signs

  • Completeness of the operating manuals and load charts on the machine

For telehandlers, the FEM 4.004 inspection adds specific checks of the telescopic boom system, the attachment interfaces and the dynamic load management system. On roto models with swivel outriggers, outrigger force measurement and load chart synchronisation are checked separately.

Inspection sticker and inspection log: documents with legal consequences

Every machine in the Luibl Rental fleet carries a valid inspection sticker on delivery and comes with the corresponding inspection report. The inspection log for the aerial work platform is kept with the machine - not in the office.

This is not a minor detail. During spot checks by the Netherlands Labour Authority (Nederlandse Arbeidsinspectie), inspection records must be available immediately at the place of use. If documents are missing, the inspection cannot be proven - regardless of whether it actually took place.

Maintenance management and preventive maintenance

Maintenance ≠ periodic inspection

The periodic inspection establishes whether a machine is safe at the time of inspection. Maintenance, on the other hand, is the active process that keeps a machine reliable between inspections. Both aspects are independent of each other - and both are an integral part of fleet management at Luibl Rental.

Specific maintenance work in the rental fleet

Maintenance intervals are based on manufacturer specifications and adjusted according to operating hours and conditions of use:

  • Hydraulic oil: changed according to manufacturer specifications, not simply by calendar time - shorter with intensive use under high load or extreme temperatures

  • Scissor stack and lifting linkage on scissor lifts: checking chains for elongation (stretch), inspecting pivot pins and bearing bushes for wear

  • Tyres and track drives: tread depth, tyre condition on machines with solid tyres (check for crack patterns), track tension and roller wear on spider lifts

  • Electric drive systems on electric platforms: battery condition, charging curves, insulation resistance of the control lines

  • Telehandler attachments: fork tines for bending and cracking, hydraulic hoses of the quick couplers

At Luibl Rental, wear parts are replaced proactively - not only when a defect occurs. This avoids the worst case: a machine standing idle on a site for which a replacement has to be organised at short notice.

Long-term rental: periodic inspection as part of the contract

For rental contracts of several months, the periodic inspection is included - at no extra cost and with no organisational effort for the renter. Case study: efficiency gains through complete documentation

A plant engineering company from southern Germany rents a fleet of four roto telehandlers and two diesel scissor lifts from Luibl Rental for a six-month overhaul in a chemical plant. Machine-side safety: what Luibl Rental supplies

Every machine that leaves the Luibl Rental depot has a valid inspection sticker and all safety-related devices in working order. These include:

  • Anchor points in the basket (checked and certified according to manufacturer specifications)

  • Complete emergency lowering and emergency stop functions

  • Current load chart and operating manual with the machine

  • All warning and information signs legible and complete

Personal safety: the user's obligation

Harnesses and fall protection PPE (personal protective equipment against falls from height) are not rented out by Luibl Rental - they are the user's responsibility. This is not a gap in service but a matter of principle: personal protective equipment must be adjusted to the individual's body size, inspected regularly and familiar to the wearer. A harness provided by the rental company cannot reliably meet any of these requirements.

Anyone using telescopic boom lifts, articulating boom lifts or truck-mounted platforms must provide each operator with inspected fall protection PPE in accordance with EN 361 with an energy absorber (EN 355) or a self-locking guided type fall arrester. On handover of the machine, Luibl Rental actively points out this obligation - especially if no information on available PPE was given when ordering.

For scissor lifts, fall protection PPE is not required in all cases in line with applicable Dutch health and safety rules. In its risk assessment, the user determines whether the situation of use (e.g. work over water, wind load, increased risk of tipping) requires a different arrangement.

Electrical inspection of electric platforms - the second inspection obligation

Anyone renting electric platforms has to deal with two independent inspection obligations: the mechanical periodic inspection of work equipment under the Working Conditions Decree and the electrical inspection in line with applicable Dutch health and safety rules and NEN-EN standards.

In everyday rental practice, these are regularly confused or merged. Both must be documented separately, and both records must be available during checks.

What the electrical inspection covers

Applicable Dutch health and safety rules require the inspection of portable and fixed electrical work equipment. Electric platforms fall within this scope as portable equipment. The inspection covers:

  • Visual inspection: housing, cable condition, plugs, charging socket for mechanical damage

  • Protective conductor test: resistance between protective conductor and accessible conductive parts

  • Insulation resistance measurement: between conductors and protective conductor under test voltage

  • Function test: charging electronics, control circuits, emergency stop relay, drive enable

  • Measurement of protective conductor current or substitute leakage current, depending on machine type

The inspection interval depends on the conditions of use. On construction sites, outdoors or with exposure to moisture, a shorter frequency is advisable than in dry halls. The user sets the interval in its risk assessment.

Who is authorised to inspect?

The electrical inspection may only be carried out by an electrically skilled person or an electrically instructed person under the direction and supervision of a skilled person. A competent person for the mechanical periodic inspection is not automatically qualified for this - both qualifications must be demonstrated separately.

Relevance in halls and sensitive environments

Electric scissor lifts are preferred in logistics centres, pharmaceutical and food production and data centres. That is exactly where electrical inspection records are particularly critical: operating permits for these building types regularly require complete documentation of all electrical equipment used.

Legal certainty and operational efficiency through inspection documentation

The equation is simple: a machine without a valid periodic inspection must not be operated. Anyone using a machine without proof of inspection risks a fine, a work stoppage and, in the event of damage, loss of insurance cover.

Who is responsible for the periodic inspection of a rental machine - the rental company or the renter?

As the owner of the machine, Luibl Rental is responsible for carrying out and documenting the periodic inspection. The renter, as the user, is obliged to use the machine only with valid proof of inspection and to keep the documentation available on site.

How often does an aerial work platform have to be inspected?

Periodically by a competent person, in line with applicable Dutch health and safety rules and NEN-EN standards. In addition, an inspection is required after every major repair, after an accident with damage to the machine and when the machine is used again after a longer period of standstill.

Which documents must I be able to present during a site inspection?
